I believe mead cannot be booze cooked (it doesn't have the [EDIBLE_COOKED] tag [nor tags for color or material value, for instance]), and thus probably isn't a legitimate item for the kitchen (cooking) menu. If you look closer you'll find the Seeds section only to contain seeds that can be cooked, not all seeds in the fortress.
Plant based booze shows up in my menu despite not being called wine, e.g.
Apple cider, Banana beer, Dwarven rum, Gutter cruor, Perry, River spirits, Sunshine, and Swamp whiskey.
And I haven't found the mead industry to be buggy. It tends to stall due to lack of containers, but that's a different issue.
Edit: The appropriate place to look for Mead is in the Stocks/Drinks section rather than Kitchen/Drinks.
