If I understand your description correctly, the dwarf swam to a rock face and then climbed the rock until reaching the top, where normal walking could be resumed.
If so, nothing strange is happening. (Land) Critters ending up in water essentially enter escape mode, which enabled climbing as a means to get out of the situation. Of course, it's rather common that dorfs drown before reaching something climbable, but that's a different (non bug) issue.
As soon as the immediate crisis is over climbing knowledge gets suppressed again, however, which is why dorfs tend to die of dehydration in trees (which IS a bug). |

The description might not have been clear enough. Essentially, the dwarf began in a swimming (drowning?) state after being washed into the pool. So far so normal. As additional water poured into the pool above his head, he rose a z-level to hang suspended above the position where he had been swimming. At that point he wandered through the air above the pool for a bit before he stepped back onto land. |
