I can't use this save its just a single ZT file, please provide a full ZIP of your region or something with all the rest of the information so i can load your fortress up.
For a quick troubleshoot instruction on how to do this, for typically a windows OS copy paste your region save, right click and 'send to' the zip folder option to make a zipped copy of your copy to upload on DFFD as the most straightfoward option for a carbon copy of your world region.
If you could resubmit that'd be great. |

Sounds like a problem on your end. I just downloaded all 70+ megabytes of it and extracted it into a fresh copy of DF, then abandoned. |

This save (modded world, raws only, no dfhacking) also demonstrates the same issue. Retire and check Legends. There's two tribute demands noted in the entry for Hammerhailed (my fortress). One between humans and goblins, the other between humans and minotaurs. Obviously didn't notice this going on, so location is wrong.

I might mention that not every civilisation has a diplomat to discuss topical or peace agreements or may correctly generate one in instances with nobles not repopulating the role, which rarely happens for goblin generals without the position being cemented in by the player to be permanently reserved.
For example [POSITION:MONARCH] which while not disclosed on goblin sites in entity RAWS is the default tag for the demon master (likely human settlement leaders too), only allows them to seemingly receive diplomats but not send them, the only other generated position on site being the general.
More nobles need to be added to cover in site-generated procedural positions more than what we currently posses to ensure that it runs smoothly i think, a modding solution would be to just add a copy-paste [DIPLOMAT] role for the time being and see if it solves the problem. |

Are the two issues related? Did you try modding to see if the incorrect Legends entries stop being produced? Seems a bit of a leap.
(In my world's case, minotaurs are like humans with generated positions, so it's possible I suppose). |
