0010949: Dwarves won't haul stolen merchant goods without at least one architect-enabled dwarf
After drowning my second elf caravan in my elf-saturation chamber, I grew frustrated at my dwarves outright refusal to haul any of my ill-gotten loot. I checked everything, the stockpiles were correctly calibrated, there was nothing wrong in the orders menu, none of them were forbidden. I checked the job list, there were no outstanding inaccessible haul jobs. I toiled for a good hour with no luck, until I decided to try rebuilding the trade-depot that I had deconstructed in order to get the elven loot. I found out my architect had died somehow and no dwarves were enabled, so I enabled the labor on a random peasant and BAM. 50 idlers shot down to 0 as they all began hauling.
1. Disable architect labor on all dwarves
2. Set up valid stockpiles to receive items, make sure hauling labors are enabled, make sure there are no orders conflicts
3. Drown caravan
4. Deconstruct Trade Depot with dead-elf/human items inside it
5. Dwarves will ignore items for both dumping and claiming, no matter how much free time they have.
I will continue drowning caravans with different labor configurations to see if it has any effect. For now, architecture is the only one that's reproducible.
