0010990: Captain of the Guard is Unpleasable
My fortress has 21 chains in it reserved for justice. Exactly one of these is actually being used, and there is no demand for any more. Despite this, the captain of the guard is frequently getting thoughts of outrage over not having enough chains, or dwelling over not having enough chains, to the point where I have had to replace two captains of the guard already when they started tantruming over not having enough chains. I very occasionally have enough chains to meet demand, but the number keeps increasing. I humbly submit that 21 chains is sufficient for most fortresses with a population of less than 2,000, as I really don't have that many criminals in my fortress, and as long as imprisonment sentences aren't having to be commuted for lack of room, I don't see this as a big problem. Maybe make the Captain of the Guard a bit less persnickety?

are you designated other chains as jail rooms too? Just having them in the range of one room is not enough, as i know.

Yes, they are all designated as separate jail rooms. There was only one person sentenced to jail. My complaint is not that they are not being used. My complaint is that even with this many chains, the Captain of the Guard still keeps getting negative thoughts and tantruming for not having enough chains.

I'm having this problem too. So I usually set the most happiest dwarf in the fort to become my captain(and also my baron, of course.)

A jail is a area like a statue garden or meeting/dining hall where all the important parts contribute to one whole, chains, doors can be switched to 'internal' also if you were making secluded shut off cells as to attribute the whole jail on a single floorplan rather than lots of individual jails you're making.

In the justice z screen itself, the requirements of the jail will expand as the fortress grows, though it outpaces me sometimes, in vanilla i've not had any problems meeting the mandated amount of chains put ready in the space laid out. I think this is a design fault on part of the OP layout, though a save would be helpful.

I am preferring to use metal chains with higher values to avoid too much morale drop from imprisonment. Feel free to tell me what my design fault is.

count of cages/chains necessary for justice is roughly 1/10 of population, and will usually increase over time (or decrease after somewhat FUN happened) with migrants, births or granted citizenships. So maybe CotG just unhappy in times when population already growed, but new jails not yet build? I think, having additional 5-10 chains behind the locked door will prevent thoughts of not having enough cells and they will not be actually used instead of quality ones.

and yeah, make stockpiles near the chains 2 tile big. Dorfs tend to stock one empty barrel in food stockpiles very frequently (which turns to "almost always" in booze piles), rendering 1-tile stocks useless. At least, make booze stock 2-tile and food stock 1-tile with no barrels allowed - you only allow prepared food there anyways, which comes in relatively big stacks.
