0011434: Humans, elves, and dwarves are hostile to "friendly" goblins and vice versa
I started an adventurer mode run and I see random goblins with civilian labors fighting with other civilians in every site I go to.
1. Find a non-goblin town with a goblin population
2. Watch goblins become enraged and fight

In my experience, this phenomenon is the natural result of goblins having high propensity to anger, and I believe this is intended behavior. These seem to be fairly limited brawls arising from arguments or taking offense. Goblins attack each other in this way just as often as they do members of other races.

By comparison, in some older versions every goblin in a non-goblin site would become "no-quarter" hostile to all non-goblins at the moment the local map was loaded, instantly triggering an insurrection. I have seen insurrections arising in v0.47 from brawls, but not nearly as often and not nearly as quickly. I think that this is a vast improvement.

@Huntthetroll If this is intended then there shouldn't be any non-invading goblins in non-goblin civs because they'd start fighting within 5 minutes of meeting a non-goblin. My hope is that this is unintended behavior.
