0011593: During retirement, some visitors arrive bugged
While a fort is retired, visitors arrive. On unretirement, some of those visitors are bugged. These visitors are listed as hostile, but they don't attack. They just stand around doing nothing, occasionally taking a few steps in random directions.
Start with a mature fort, as wealthy probably helps attract visitors. Designate a temple, tavern, and library to draw visitors. Retire the fort. Let some time pass. Unretire the fort. You should have some visitors. Some will probably be bugged.

I don't see any pattern with race or profession.

The workaround is to stop the visitors who show up during retirement. You can't do that with the init file's visitor cap. Nor does it work to set the activity zones to Citizens Only. The only solution seems to be deleting all taverns, libraries, and temples before retirement.

That work around won't keep monster slayers out, though, assuming those can arrive during retirement, but reducing the incident rate is good.

While I've had dozens of these bugged visitors stand around harmlessly for years, I'm now watching a bugged human dancer throwing a tantrum.
