Did you embark into an area that has marble as a layer stone? In that case, marble has been deactivated as an economic stone presumably because you have a huge reservoir that just needs to be dug out.

Marble is a layer stone on all maps in my experience. You might not notice it in the list, since it tends to be around 40 to 50 z-levels down.
