0003047: Replaced nobles' mandates are still expected to be fulfilled
When manually replacing a noble who can make mandates (such as the mayor), the previous noble's mandates will remain invisibly in place, leading to the same results as if that Dwarf was still a noble (ie. a random Dwarf gets sentenced as a criminal for failure to complete a production mandate, or culprits of exporting goods will get sentenced as criminals for breaking an export ban).
Simply replace a mayor who has made a production mandate or export ban with another Dwarf, and then either violate the ex-mayor's export ban or fail to fulfill the production mandate in time.

sounds like this is related to 0002512 which discusses if you should be allowed to replace your mayor in the first place.

It's definitely related, assuming that mayors/expedition leaders aren't supposed to be replaceable. However, Toady stated during development of 0.31.x that the replacement of mayors/expedition leaders by the player was intentionally implemented. It is possible that he just never removed that feature when he tightened up the whole "Dwarves immediately assign new expedition leader/mayor when the previous one dies" feature to work right.
