0003789: Trapped Dwarves cannot move in order to remove construction they are standing on.
In order to remove construction, a dwarf must stand adjacent to the square holding the targeted structure. After constructing an up/down staircase to use as a scaffolding for stone smoothing, a dwarf will end up (after smoothing out the walls) sitting on his or her stone scaffolding. In some cases, only that dwarf is in a position to remove the scaffolding; however, he or she cannot remove it, presumably as the square is blocked by a dwarf, and cannot move over a square in order to remove it.

Dig a ramp leading upwards to a short, dead-end corridor. Smooth the walls of the corridor. Note that the wall above the lower end of the ramp will not be accessible. Build a stone scaffolding out of a nearby rock to smooth it. Dwarf will now be trapped in dead-end corridor. Designate the rough rock to be smoothed. When finished, designate scaffolding to be removed. You will note that only the trapped dwarf can get beside it to remove it, and that the trapped dwarf is not interested in moving.
The same effect would presumably happen with a temporary floor platform. Tricking the dwarf off the scaffolding with a bogus task (ie, second scaffolding, mining, engraving) will immediately resolve the problem.
