0003958: Some dwarf civilizations have access to steel without access to iron
In a single world (random, genned from parameters, medium region) with four different dwarf civilizations to choose from, some will havde only steel anvils to choose from, while some will have both steel anvils and iron anvils.

This is due to Civilizations always having access to the alloys listed for them in entity_default.txt but not necessarily access to the metals required for those alloys. They essentially make Steel & all the other alloys out of nothing (see pre-0.31.18 Humans who made Bronze weapons without having any access to Copper & Tin because they lacked the STONE_PREF tag in entity_default.txt). Hence if the civilization aren't deemed to have located any Iron, they won't have any goods made from Iron.

I guess in "game flavour" terms you could say that those civilizations are using all their Iron to make Steel either because they've learned how much better Steel is over Iron or they find Iron so rarely that they conserve it to make it all into Steel. Seeing as they have effectively infinite amounts of Steel either explanation works.

I've noticed this too. This is distressing, because being forced to take a steel anvil means 200 fewer points on embark.

I had a similar situation involving copper; I couldn't bring copper picks or axes, so I had to pay significantly more for those items and use the training axe exploit in order to have more.

I had not seen this before 0.31.20/0.31.21

Now I've seen it several times. VERY ANNOYING!

Steel Anvils are expensive, And it's completely silly for dwarves to have steel but not iron since steel is MADE FROM IRON!!! Couple this with the finder failing to respect flux (0002440), not to mention (0004005) where civs fail to have any food, and I've now wasted well over an hour simply trying to embark.

Sigh... Off to try again.

Can confirm in 0.42.03 (world generated in 0.42.02).
Civilization of this fort (http://dffd.bay12games.com/file.php?id=11469 [^]) has just one other site and offered me only steel anvils, no iron ones. I do not see that as a bad thing though, I took it similarly to Malibu Stacey (0003958:0015186).

I noticed this incidentally in the same save I submitted for 0009344. No iron, only steel on embark. Didn't think much of it at the time because I never embark with anvils anyway. Should work as another example save though, if needed.
