Summary0004717: No new duke when immigration cap reached.
DescriptionMy duchess is dead (envy... berserk... aid-men with banhammers), and immigration cap is reached. I have a happy duchy without a duke for years. Mayor, caravans and liaisons all are present.

Immigration cap must be performance-related setting, not noble-realated, as I think.
