0000512: Dwarfs do not use bins
This has only happened in one fort, others have been fine. I build bins and they go to furniture storage and just sit there. I have lots of stockpiles, some nearly empty, some near full, some totally full, and no bin has been used (besides the full bins I bought from traders). The stockpiles have "maximum bins" equal to the number of tiles in the stockpile, so that's not the cause. Barrels work fine and are used to store food in the regular way.

The glitch may have started occurring in a new fortress. This one, unlike the uploaded one, used bins fine for the first several years. I'll have to see if it's a glitch or dwarfs just haven't placed bins for a while due to business.

Have you at any point gone to the o(r)ders menu and turned off furniture hauling?

I accidentally did so on my current fort, and even if I turned it on later, now my dwarves don't haul bins to my finished goods stockpile (although they do use bins correctly on the stone block stockpile, and the ash/potash/pearlash stockpile)

I'm having the same problem: lots of empty bins, lots of stuff waiting to be stored. All my stockpiles are set to take bins, and I have dwarves with nothing to do that could hall it. I do have one bin that contains some stuff that came in with the initial expedition (but I'm not sure if the bin itself came with the expedition).

I noticed that at one point dorfs stopped using wooden bins at a finished goods stockpile which I set to take only rock items (mass-produced rock crafts for trading), but that may be semi-intentional.

I too have just had this bug. They started off using bins, then at some point suddenly refused to use them any more. I've checked all the settings, and it persists over saves. The only thing I can think of that caused it was deleting and changing stockpiles - I deleted a finished goods stockpile and later replaced it with a weapons stockpile. I noticed a dorf putting a large gem into an unmoved FG bin on that stockpile much later.

I can't quite confirm, unless its just specific goods. My dwarf made crafts are stored in bins, as well as cloth, leather, weapons, armor, etc. Even crutches and such end up in finished goods bins.

All my games have been appearing to work properly

I can confirm this. I have about a dozen bins in my furniture stockpile and a lot of rock blocks, charcoal and metal bars ready for binning elsewhere in my fortress and my dwarves refuse to use the bins.

EDIT: Found a possible cause, user error. Hit (p) and check the reserved bin setting. Mine was set to 20 by accident, once I reduced it dwarves began using bins as normal.

This is happening to me too. My stockpiles use bins/barrels up to a certain point after that they stop. My food, armor, cloth and crafts stockpiles are currently have this issue. I have a lot of unused bins and barrels sitting in furniture stockpiles, and I made sure no square of a stockpile is inaccessible (as per 0000795).

I can provide a save, if you want me to.

My save might actually not be that helpful, since I have a post-reclaim fortress that is ridden by reclaim bugs and bogged down by hauling tasks. I can't be certain this is not just a priority issue, and that they wouldn't use bins in the end. But after several game years, I do feel it's a bug.

I wouldn't be suprised though if this was something along the lines of 0000863. I imagine dwarves trying to use a bugged barrel or bin (I have several scattered around the fortress), failing and trying again, thus never proceeding to try a different barrel. Just a wild guess, though.
