0006895: Unable to begin regular conversation with shouting target
When you shout, the game appears to pick the closest valid conversation partner and pair you up in a conversation. It doesn't indicate to you that you're conversing with this partner, however; in the "talk" menu it just says "Continue shouting" without listing a name.

The problem here is that if you are unaware you're involved in a shouting conversation, and you try to begin a regular conversation with the same person, the game will not list them as a valid target when you move over them with the cursor.
1. Find a person
2. Begin shouting
3. Attempt to talk normally to the person you're shouting to.

I often find that once I start shouting at someone, it's difficult to talk normally with them.

True. Still, it seems to be if not a bug then a very strange interface choice. Further messing about with this shows that when you even *begin* shouting it locks you out of beginning regular conversations. To clarify, you can select "Shout out to everybody" and then hit "Nevermind" and even then you have end the Shouting conversation before beginning any regular ones. Shouting in its current form is extremely counter-intuitive.
