0007398: Local leaders will agree to join you in an insurrection to overthrow themselves
Lords or ladies will gladly join you in an insurrection to take over their own position, proving that diplomacy can solve your problems.
Travel to a fort.
Tell the lord or lady that you claim this side for yourself and your group.
Ask them about the local ruler.
Ask them to join you in an insurrection. They'll agree and join your group.
Lead them out of the keep, then enter it. The insurrection succeeds! You are now the ruler.
If the former ruler enters the keep after the insurrection, they'll be happy that the oppressor is overthrown and leave your group. Once you exit the keep, they'll immediately assume power again.
You can now declare your claim again and repeat the whole process.

If you ask the ruler to join you before you declare your claim, they'll decline.

An easy way to stay in power is to tell the ruler to wait outside while they're still in your party. Then after the insurrection succeeds, they won't re-enter the keep even though they left your party and you'll keep the ruling position.

If you succeeded in claiming the site before starting an insurrection, it sounds like you actually recruited them for an insurrection against yourself.

But after I declare my claim, I ask who the ruler is and they respond with "The group soandso rules placename. I am lady/lord. We are in the right in all matters." And then I ask them to join me in an insurrection against this group.

Edit: The claim doesn't succeed, I just declare it and immediately ask the ruler to join me.

How are you determining if the first claim succeeds?

Perhaps declaring the claim to the lord/lady isn't actually transmitting the information that they're no longer in charge? What happens if, after making the claim, you report the incident of making a claim?

Is the first claim necessary to reproduce this behavior?

The claim succeeds once the previous ruler is outside of the keep while you are inside of it (which is very easy once the ruler is your companion). The game informs you with a pop-up telling you that you and your group are now in control of this site. You can also ask any NPC about the local ruler and they'll say that you rule this site.

Just declaring the claim doesn't mean that the ruler is deposed, it means that you plan to depose them. After you declare your claim, you can ask anyone and they'll tell you that the old ruler is still in charge. Reporting the incident doesn't seem to have an effect on that.

The first claim is necessary; as I said in the additional info, if you don't declare your claim, the ruler declines to join you.

One more thing that I just found out: if you talk to the ruler, claim the site, say goodbye, talk to the ruler again and then ask them to join your insurrection, they'll decline.
Claim and insurrection recruiting have to happen in the same conversation. You can talk about different topics in between, but saying goodbye somehow interrupts the behavior.

This was fixed! In 0.41.03, the ruler won't agree to join in the insurrection, they'll just give you a "I'm sorry. My duty is here."

Probably related to the fixes for 0009650. PM a manager on the forums if this needs to be reopened.
