Summary0007746: No immigrants
DescriptionPlayed what was approximately a 5 year long game and at no point did I have any immigrants. There were other Dwarven Cities and a Liaison did visit my fortress, yes still no immigrants. My wealth was growing, so that shouldn't have been a factor.
Steps To ReproduceSeemingly random. Any attempt to reproduce results in your typical fortress.

Some people on the forums had this happen when they copied over all files from 0.40.04 to the new version instead of copying just the save game.
Could this be the cause here? How high is your STRICT_POPULATION_CAP in d_init.txt ?

Did you overwrite d_init.txt with one from a previous version? Are you using the Starter Pack?

Specifically, is STRICT_POPULATION_CAP set anywhere in DF/data/init/d_init.txt?
