0009704: Dwarves haul items one at a time instead of in bins
So I've got a nice little stockpile of stuff that doesn't have individual stockpiles yet in my new fort. All of the finished goods are in bins in this generic stockpile. I make a new stockpile for finished goods next to the trade depot and ban them from the other stockpile. My dwarves, instead of picking up the finished goods bins, are pulling the items out of the bins and hauling them one by one to the new stockpile.
Yes, bins are allowed in the new stockpile. And yes, the bins have nothing in them that would make them ineligible for the new stockpile. In fact, I've also banned all furniture from the initial stockpile too so the empty bins wouldn't be allowed there either.

I think this might be related to the other stockpile buggyness that happens with bins.

Bins (and barrels) are assigned to a particular stockpile (indicated by the "<#_>" addition to the bin's title). Even if all the contents were valid to move to a new stockpile, the bin itself is not since its assignment to the old stockpile remains.

Items are moved in bins when brought to the trade depot (assuming you order the bin brought instead of the individual goods).

While bin handling could be reworked to include stockpile assignment transfers in the general case, that change seems more appropriate as a suggestion than a tracked bug.
