0009863: Dwarves will only fill up part of the stockpile
I just started a new game after not playing for a few years, and my dwarves are not filling up my two stockpiles. I have also tried to get them to move my new bins over to them but they won't do that, either. I did have one guy take the wheelbarrow and use it for some items, then dropped it and is just saying there are no jobs. I made several wheelbarrows to see if that will get them to start hauling, that did not work. All my dwarves at the start are set for hauling, there is plenty to haul, plenty of room in the stockpiles, and the stockpiles are set to receive the items that are scattered all around. Any ideas?
None, currently. This started at the beginning of the game.

Wheelbarrows limit the number of hauling dwarves to the assigned wheelbarrows.

Assuming you started with a stone stockpile or assigned wheelbarrows only one to three dwarves should be hauling at a time.

Possibility one: you have wheelbarrows assigned and only 1-3 dwarves hauling at once.

You may have turned off hauling for 'whatever' type under orders.

Possibility two: you turned off hauling in the orders menu.

Possibility three: you don't have the stockpile set to take items in general/or not taking the right kind of item. Try making a new generic stockpile, as the options are easy to get wrong.

Possibility four: the items are inaccessible and thus you don't need any more bins.

I can't entirely rule out a bug from here, but it looks unlikely.

Possibility 5: The stockpile is set to "take from links only".

It's better to ask in one of the appropriate forums about these kind of problems than rushing directly to the bug tracker to report the problem as a bug.
