0010749: Tavern restriction doesn't prevent visitors from showing up

Here i have a tavern and a temple, both restricted from non-citizens. A lot of warriors idling at the edges. I've just opened caverns on this save, but those guys were there before, they showed up as soon as i established tavern, and no monster slayers among them. Once i changed restriction they just poured in and staying in the tavern now. http://dffd.bay12games.com/file.php?id=13736 [^] Edit: I've noticed that one of my dwarves labeled as "Creator of " - blank instead of artifact name. He never did any artifacts in my fort though. I believe i've already seen bugreport on the same issue, but i can't find it.
