It's known being rejected does not deter visitors from petitioning again, nor keep them away for a time after rejection. However, to rack up hundreds of times you must have played for many decades, so they'll die of old age eventually.

The hundreds of petitions happened in the course of about a day. From the first petition to when I finally checked the petition notification a minute later, the visitor had petitioned hundreds of times.
