In current worldgen, most prisoners settle in the place they were taken prisoner after release and children mostly live in the place they were born. There's no Legends entry for "still in prison", so what are you basing this on?

Former prisoners (those who were released or escaped) are listed in their histfig record as "former prisoner" of that site government. Current prisoners (those who are still in prison) are listed in their histfig record as "prisoner" of that site government.
