0001703: Settlement chugs to a crawl

Description

A custom race's settlement (and this only happens with one of them) after a few visits began to have severe framerate/response issues. All I can tell is that there are an unusual amount of stolen manufactured goods lying around that were never there before the issue cropped up and that there is evidence of animal men living in the caverns below (given "[animal] man is stuck in a web!" messages happening every so often when I used to be able to get my adventurer to be able to respond more than once a minute).

Additional Information

I recall hearing about issues either about underground civs interfering with aboveground ones but I couldn't find any mention of them for whatever reason when searching this bug tracker.
