0002270: 1/7 water evaporates while over 7/7 water

Description

(running 31.05 legacy, not SDL)

When a 1/7 of water is sitting over a 7/7 of water, it evaporates (pretty quickly, actually). Doesn't matter how wide or deep the 7/7 basin is. I've been trying to fill up a dam for three years, and I have the first two zs full to 7/7, but the third level won't get past spatterings of 1/7s, and I've been able to spot them disappearing now. Fully reproduceable; just tried it on a few other maps. The 1/7 actually evaporates faster than if it had been on land as best I can tell.

Steps To Reproduce

Find or make a sealed area full of 7/7 water, seal off the area above it, and drop a 1/7 in. It'll disappear quickly enough.
