DescriptionMigrants still come to the fortress above and beyond the POPULATION_CAP setting in d_init.txt, which appears to be in violation of the function of this setting.
Steps To ReproduceSet POPULATION_CAP to any value between 0-7. Wait for migrants to show up.

Yes, I have experienced the same thing. I was still getting migrants when my fort had around 200 dorfs, when the pop cap was set to 150.

The main bug is a duplicate of 0000643, just with even more varied conditions under which it can reproduce.
