Summary0001473: Owned items interfere with military assignments
DescriptionI have assigned cloaks as part of my uniform. Several dwarves were not being assigned cloaks. Upon checking them, I found that (at least some of) the dwarves in question had personal cloaks.

Note that this was after the dwarf had been active military for years, and several cycles of arsenal dwarf activity.

Did the owned cloaks not fit the uniform requirement?

The only requirement was 'cloaks'.

It's possible that it's a layers issue (I also specified Breastplate, Mail, and Leather Armour, but other dwarves have everything ok)

Additionally, the dwarves appear to not like extra armor if they've already got a cloak on.

Can you set the requirement to be a specific color or material type? Maybe just setting it to 'cloaks' just means that the dwarves use whatever cloak they have and if they don't own one, just grab whatever is available.

Is there a reason that dwarves shouldn't use their own cloaks to fulfill the uniform requirement?

No reason, but 1: It should show as a met requirement in the military screen and 2: It shouldn't prevent them from being assigned other equipment covering the same area.

Wait, can you explain 2? Were they not getting assigned the breastplates etc. either?

The dwarves wearing a personal cloak also are not getting assigned any chest equipment.

I'm not sure to what extent the two phenominae are related, though.

EDIT: I just looked at one of my fully equipped dwarves, and he had two cloaks on. One owned and one assigned. It's possible that the issue is that rather than having 30 dwarves with 30 cloaks, I've got 15 dwarves with personal cloaks and military cloaks both. (There are cloaks in the armor pile, but not necessarily older than the last arsenal update)

That said, dwarves are not being assigned armor until after they are assigned a cloak. I'm going to try rearranging the order of the equipment in the military screen and see if that changes things.

Equipment has a lot of problems in general (see 0000535), also.

Ok, on one dwarf I took the cloak out and added it back to the bottom.
The next, I took the cloak out altogether.

On both of these dwarves, breastplate is the new highest item. I have 10-15 extra breastplates.

I've waited for a complete cycle of arsenal tasks (equipment manifests->upgrading squad equipment->equipment manifests).

Neither dwarf (?) was assigned new equipment. I'm going to give it a few more cycles and report back.

After a season or so(and verified arsenal dwarf activity), none of the dwarves got new equipment, even the one with cloaks turned off.

Part of this may be 'assigned' equipment not being marked as such when viewing it. If all the armor is assigned but not used (I.E. breastplates that don't fit over leather and mail being assigned), it could be being left in the armor stockpile.

This should probably be closed as a duplicate. There's no save of the issue, and even if there were, it'd likely be unplayable in 31.19 or later.
