0002308: Bins not being filled

Description

3x3 refuse stockpile is assigned a bin, the bin is in place and empty, however it is not being filled with refuse. The rest of the stockpile is being used (all of the other 8 spots now occupied with 'trash').

(0008321) Footkerchief (manager) 2010-06-13 13:24	Dwarves will only place certain types of items in bins. Refuse is not one of those types of items. It's arbitrary and annoying, but it's not a bug.
