0004105: Aquatic egg-layers (e.g. sea serpents) can't use underwater nest boxes and therefore can't breed

Description

Sea serpents are aquatic creatures which are defined as laying eggs. A female sea serpent will however not claim any available next boxes, even those which are underwater, not even if you forcibly move the sea serpent onto an available nest box. This is probably due to nest boxes being buildings which are not usable when submerged, yet sea serpents can only live when in water. This means that it is no longer possible to breed sea serpents.

Steps To Reproduce

Capture a female sea serpent. Build her cage and some nest boxes in a sealed room. Fill with water, then open her cage to release her. She will show no interest in laying eggs in the nest boxes.

I agree - left to their own devices, creatures ought to be able to construct their own nests. It makes sense. That's more a suggestion than a bug, though.
