0010705: World Gen blocks in setting temperature phase if Complete edge oceans is set to 1 or 2
This is a duplicate of issue number 3046, but since I can't reopen it, I need to issue a new bug.

During Advanced World generation, if the Complete Edge Oceans is set to either 1 or 2, the World Gen Process will freeze in the Setting Temperature stage, and not get past that. Still uses a variable amount of processing power, but nothing happens. Values of None, 3, and 4 work as intended.

This is also not a case of simply long generation times, since this happens on smallish worlds as well. (Although when tested on a modification of Pocket Region, this did not happen.)
1. Enter Advanced World Generation
2. Select Medium or Large Region setting
3. Enter advanced parameters and change Minimum Complete Edge Oceans to 1 or 2
4. Try to generate the World
5. Game freezes in the beginning of the generation process

Problems with COMPLETE_OCEAN_EDGE_MIN are being tracked in 0000565. Issue 0003046 was likely also a duplicate of that report.
