0001151: if you dont start off with a hunter..
if you dont start off with a hunter, in the fortress mode under carfully choise your stuff. after you start out with no hunters, and you give the dwarf the hunter job and the proper equipment, he will not hunt. i have done this many times and it always seems to happen.
start a fortress mode game and do not have the hunting job with any dwarf. Then, after you start, give the dwarf the hunting job, and give him his weapons.(copper Crossbow, and copper bolts) after you give him those items he still will not hunt.
if im doing somthing wrong myself, please email me what i would need to do so i can play the game better. thank you.

Did you assign them ammunition using the military screen, and also give them a quiver?

I tried enabling Hunting on one on my soldiers. He put all his armor into armory, then grabbed crossbow, quiver and bolts, then went to the meeting hall and was idle. Disabling / enabling Hunting labor didn't help, he was still idle. There were wolves on the map, so hunting should have been possible.

At least kill order makes it easier to hunt 'manually'.

See 0000076. You can try disabling and reenabling the Hunting labor.

in .40 hunters would hunt with their bare hands if need be, in .06 they are quite picky about what they need to hunt. i haven't gotten any dwarf to hunt yet, although i do say that i have been keeping the necessary resources assigned to the crossbow dwarves in hopes of getting them ready for combat (which they really don't want to do).

This one hasn't really gone anywhere, so I'm marking it as a duplicate of 0000076.
