0002376: Offerings in Civ screen and Becoming the Capital screen do not match

Current fort:

Offerings to the parent dwarf civ in Civ screen: 2346
Offerings in Becoming the Capital screen: 0

Play forts until you get the 'Becoming the Capital' screen available from nobles screen. Compare 'current offerings' and the offerings in Civ screen.

Seems to be fairly random, but consistent. Apparently even with all evidence pointing the other way, the capital is part of some other civilization.

This may be a side effect of the bug that causes forts to never become baronies, probably a world-gen/embark issue. I have had this happen at least twice in different versions and both times the liaison never mentioned barony despite 100+ dorfs and millions of wealth and plenty of roads.

I'm curious if the discrepency could simply be the offerings you've given to your parent civ before you had to build up tribute for becoming capital?
I guess the question is do you think that it only count contribution to becomeing a capital once the screen comes availible?
I wasn't able to find a wiki artical on this so I could be off base.

This seems to be the case, indeed. While confusing, the situation seems to be by design, apparently otherwise it would be too easy to rack up offerings and roads and become capital right away when the other requirements are unlocked.

Feel free to mark this resolved as not-a-bug.

The mystery of extremely fickle requirements for appointing nobility remains open, however.
