0004236: Miner-Military will not discard old picks; 'cannot follow orders'
I trained my Military as miners, then ordered them to resume training in their armor wielding their picks. They became stuck in an endless cycle of attempting to drop off their picks at the stockpile and then picking them up again before running back to their rooms and claiming to be unable to follow orders. Broke the cycle by disabling their mining labor; they were able to deposit their picks as normal and continue on to pick up their gear.
Draft some warriors, equip them with picks and enable their mining labor. Release their squad to civillian duty and have them mine a tile or two after depositing their uniform in the stockpile. Re-instate their squad and see if they are able to collect their gear.

As an aside, I listed this issue as 'major' because it effectively disables any military dwarf who experiences this- they can't be used for any military service because they're moping around in their rooms unable to follow orders. This can be catastrophic if you're under attack and can lead to much Fun.
