0009039: Invisible creature occupying construction spot
Dworfs refuse to construct a wall on a particular spot, giving a cancelation message of "creature blocking site". Game shows no creatures in that spot. Its not a matter of access, as destroying close walls (which built no problem, only one square is bugged) or even building a platform (so a builder can access the construction from other side) dont work. Its not a matter of materials or ETC.
Seems very similiar to bug nr 0003499 and 0006516.
1. Im using lazy newb pack with pure bugfixes on.
2. I used dfhack command of drain-aquifers (at the start of embark).
3. I disabled invasions for a starting period (Cmon, Im just preparing for a mega project)
4. I might have disabled and then reenabled cave-ins for a short time. (Due to being to lazy to manage channeling properly)

Probably should've just added this as a comment to 0003499, since it sounds like the exact same problem...
