Summary0011092: Menial jobs are assigned/taken at unusually low frequencies (wounded dwarves + no hospital)
DescriptionIn a recent fortress jobs stoped being assigned; dwarves would not haul, construct furniture, remove constructions, bury dead, etc. Social jobs, eating/drinking/sleeping, reporting crimes continue as normal. Workshop jobs also continue where appropriate workers are available.

A large idle population, typically 50-65, is reported but job screen still shows all hauling type jobs as inactive. No restrictions are imposed on hauling labors or burrows. Most dwarves have requisite job assignments and are in good health/mental health. Originally an inn provided many with green 'socialize' jobs, closing the inn however did not resolve the issue

I'm not sure why it behaves as it does, but painting a hospital zone over the mass of starving, thirsting, and injured dorfs got the other buggers to start working on various things (with a lot of "no empty buckets" spam for all those thirsting patients: I'd make production of more buckets a top priority for the carpenter). It might be that recover wounded jobs not having a hospital destination might be the cause, but that's just a wild guess.

For further bug reporting, it might be worth noting that you don't need to zip up the "save" folder, but should rather just take the relevant regionX folder in it (where X is a number [which is 1 in your case]) to keep the zip file size down.

You have 17 injured dwarves and at least 7 mentally-unstable dwarves, accounting for a third of your idlers. As PatrikLundell noted, the remainder appear to be stymied by an inability to recover the wounded; creating a hospital zone, disabling the "Recovering Wounded" labor, or expelling the wounded dwarves causes those idlers to accept other jobs.

It would, perhaps, be better for the game to create and cancel the "Recover Wounded" jobs (e.g. "... cancels Recover Wounded: No Hospital") to better inform the player of the problem and resolution.

A feedback about the lack of a Hospital would be very helpful, but I suspect cancelling the "recover wounded" jobs would result in cancellation spam, so a low frequency feedback would work better.

Looks like the fixes suggested work. I guess this means that the really weird thing is that dwarves no longer use unassigned beds when hospitals are not available. I think they used to in older versions. Should I add another report for that observation?

I don't quite understand what you mean by not using unassigned beds, so a clarification of that would be useful. Since I interpret the statement as this being yet another result of the "no hospital when needed" job blocking, a separate bug report is probably not needed: I think it's better to collect the symptoms in one report.
