The large creature is a vampire who is being led (cyan flashing question mark) and has been sentenced to hammering by the Sheriff (who is also the Expedition Leader) and needs to be hammered by the Hammerer (who is also the Sheriff who is also the Expedition Leader).

By appointing another dwarf to be a Sheriff / Hammerer the Expedition Leader eventually stopped trying to mete out justice. The new Sheriff / Hammerer successfully tied up and then hammered the vampire.
The expedition leader did not finish his meeting with the liaison and instead proceeded about his business prompting the liaison to chase after him until the expedition leader died prompting the liaison to leave unhappy.
