When decreasing the frame rate cap from 150, it changes to 135, which is a change of 15, or 150/10. Similarly, increasing it from 150 changes it to 165. My guess is that, when it reaches 9, the change in frame rate becomes 9/10, which is rounded down to 0, preventing the frame rate from being changed. |

This is NOT a problem with having 300 dwarves – it occurs on a fresh embark, in any fortress, every menu, even in the arena, and every game element that accepts keyboard input.
