In the save below, I recently sent out a squad to pillage a dark fortress 1 day's travel to the NE called "SprinkledFly". In the 'c' map screen, when I hovered the site, it said that the population was ~ 75. So I thought my 10 man squad would do well, so I sent them off on a pillage mission. When the returned and I read the mission report, I was surprised to find that they faced an army of over 2500 ogres. Luckily they escaped with just 3 lost in battle. I think the population estimate given on the map should reflect more accurately the number of potential opponents. If I had known, I would have selected the sneaky mission instead of the full open attack. I don't know if it is because the population count is only counting the historical figures.
