0010234: UPSTEP, UBSTEP, and LBSTEP do not work for helms

Description

Helms are evidently unique among all the armor in having no ability to use the tokens that grant coverage of other body parts. I've tested all 3 tokens and all simply generate an errorlog.

This means that caps, helms, masks, head veils, even face veils, etc all exclusively cover the head.

The most overt problems with this are that no form of helmet can cover the neck or face (no sallet, nasal helm, galea, great helm, etc), and most glaringly FACE veils do not in fact cover any single part of the face.
