0010137: Dwarf in melancholic mood will not claim workshop

Description

I currently have at least one of every workshop and furnace in my fortress, except for a millstone, and I have a melancholic dwarf that will not claim any of the workshops. I have checked the forums and have found no results that approach this, if there is a way for me to fix this I would appreciate the advice.
